Hi Doug, and welcome aboard!
Your throttle grip may be sticking a bit and this is often caused by the control assembly being pushed too far onto the handlebar.
You'll want to look closely at the right side control assembly. You will find a screw facing you (probably Phillips-head) just below the turn-signal switch (if you have one). Slightly loosen the screw -- it clamps the control assembly to the handlebar -- and gently move the assembly outboard to the right a little bit. This will relieve the tension on the throttle grip and may allow it to return to the idle position when released. (And then retighten the screw, of course!)
Now, if that doesn't work, there is a possibility that the cables need lubricating... or maybe the cable cam in the top of the handlebar control assembly is sticky (that big screw on the top can be removed and you can take the cover off to see. A bit fiddly to reassemble, but pretty obvious how it goes together).
Hope this helps. Neat bike! I've owned several bikes of that era, and they're not that hard to work on.
